Summary of Survey Results
*At 55.21 TP6T, more than a majority of facilities feel that it is becoming "harder and harder" to hire child care workers.
*About 701 TP6T facilities have had trouble recruiting child care workers within the last three years.
*41.71 TP6T facilities reported that hiring in FY2022 was behind schedule, up 7.2 points from last year. The main reasons cited were the lack of new graduate applicants and the lack of attractiveness of working conditions (salary, benefits, working style, etc.). The number of respondents who said that the hiring schedule was "earlier than planned" decreased to 3.61 TP6T from 7.7% last year.
As a point of difficulty in recruiting*, the largest number of respondents (22.1%) answered that they do not know how to convey the appeal of the park. The survey also highlighted the fact that respondents felt this was a challenge, with approximately 20% each saying they "want to know the correct way to conduct interviews" and "want to consider additional recruitment measures," as well as "want to review the current recruitment methods themselves.
Survey results
Q1 Please tell us about recent trends in the hiring of childcare workers.
The percentage of respondents who answered that "it is getting harder to hire" exceeded the majority of all respondents at 55.21 TP6T, which is almost the same as the 56.71 TP6T in the previous survey (FY2021). On the other hand, 9.0% facilities felt that "it is becoming easier to hire," a decrease from 10.3% in the previous survey, indicating a slightly stronger trend toward difficulty in hiring. This indicates that the recruitment of child care workers remains difficult.
Q2 Within the last three years, have there been any cases (early retirements, problems, etc.) where the recruitment of childcare workers did not go well?
69.21 TP6T facilities responded that there have been cases of "unsuccessful recruitment of childcare workers" within the last three years, indicating that further review and improvement of recruitment methods are required in the future.
Q3 How many people will be hired in FY2022?
More than half (53.51 TP6T) of the facilities responded that they "employed 2 to 5 people. On the other hand, only a small number of facilities (5.31 TP6T) employed more than 6 people, showing no significant change in the number of employees compared to the previous survey conducted in 2021.
Q4 Did recruitment for FY2022 proceed according to schedule?
The number of facilities that responded that recruitment was "behind schedule" increased by 7.2 points from 34.51 TP6T in the previous survey (FY2021) to 41.71 TP6T, indicating that the percentage of facilities that are behind schedule is on the rise. The number of facilities that responded that recruitment was "ahead of schedule" was 3.61 TP6T, a decrease of 4.1 points from 7.71 TP6T in the previous survey. This indicates that adoption is not proceeding as planned at many facilities.
Q5 Please answer if you answered 【As usual】 or 【Earlier than planned】. Please select the possible reasons below. (Multiple selections allowed)
For those facilities whose recruitment schedule was "as usual" or "earlier than usual," the most common reasons given were "Improvement of information posted on website and job offer" at 13.41 TP6T and "Sufficiently conveyed the attractiveness of the school during the school tour" at 13.21 TP6T, respectively. Proactive acceptance of interns," which was the most common response at 16% in the previous survey, decreased by approximately 5 points to 10.9%. Other responses such as "communicating the attractiveness of working conditions" and "actively requesting referrals from training schools" indicate that the companies are providing sufficient information to job seekers from a variety of perspectives.
Q6 Please answer the following if you answered 【Delayed from schedule】 or 【Don't know】. Please select from the following possible reasons. (Multiple selections allowed)
As in the previous survey (13%), the most common response was "No new graduates applied at all" at 15.4%. In addition, "Insufficient attractiveness of working conditions" and "Declines occurred" were 14.0% (6% in the previous survey) and 12.3% (6% in the previous survey), respectively, indicating a slight upward trend from the previous survey. In order to reduce the shortage of new graduate applicants and the number of job applicants declining, the working environment must be improved and its attractiveness communicated to the public.
Q7 What are the most common application routes for job seekers in previous years? (Multiple selections allowed)
As for application routes for job seekers at childcare facilities, "Hello Work" was the most common route (42.9%), followed by "job offers submitted to schools" and "job placement" (30.8%), both of which received 110 responses. Also, "own facility website," which was the top response (approximately 281 TP6T) in the previous survey, received 26.11 TP6T, indicating that each facility continues to actively utilize its own website to attract applicants.
Q8 Please select from the following if you have any problems or difficulties in conducting recruitment. (Multiple selections allowed)
As in the previous survey (20.9%), the largest number of respondents (22.1%) answered that they "do not know how to convey the 'appeal of the park'". In addition, 20.4% respondents answered that they "want to consider additional measures," and 17.1% respondents "want to review the current recruitment method itself," indicating that a significant number of facilities have a sense of the issues they need to address.
Q9 Please feel free to answer any questions that you think should be improved in the childcare industry to secure human resources that will lead to long-term employment.
We would like to see a review of the standards for assigning child care workers so that we can create a comfortable working environment for staff who are just starting their careers. In order to create a work environment in which it is easy to take time off, we would like to have more leeway in hiring, rather than hiring just to fill the quota.
Ensure sufficient non-contact time (*).
The company needs to create a system that allows employees to work with peace of mind even after marriage and childbirth. Securing human resources and creating personnel expenses for this purpose.
Provide childcare interns with an experience that makes them want to work.
I think the entire childcare industry needs to improve the quality of its childcare personnel, as I sense a decline in hiring standards due to staff shortages.
*Time during working hours when caregivers are physically away from the children to do paperwork, training, and talk and reflect with other caregivers.
