The national "Anyone Can Go to Preschool System for Children" to go into full effect in April. 28% of parents understand the system, and awareness of the system is an issue.

~Four childcare support companies jointly held an online seminar to increase understanding of the system.

High Flyers, Inc. ( https://www.kiitos-kids.net (Head office: Chiba City, Chiba Prefecture; Representative Director: Takashi Hinata), in collaboration with Kokoruku Corporation, Unifa Corporation, and BABY JOB Corporation, conducted a questionnaire survey of 121 parents with preschool children regarding the national system "Kodomo Daredemo Kindergarten System," which will be fully implemented in April 2026.

As a result, more than 15% of the parents answered that they had "never heard of this program" and many answered that they had heard of the program but were not familiar with its contents, revealing that awareness and understanding of the program had not spread sufficiently in the run-up to its full-scale launch. In response to this situation, four private companies that provide childcare support to families with preschool children, to whom government information is difficult to reach, will jointly hold a free online seminar for parents and local governments, "The 'Anyone can go to preschool for children' system," on March 5, 2026, under the auspices of the Child and Family Agency, as an opportunity to deepen recognition and understanding of the system. The seminar was jointly held on March 5, 2026 (Thursday) under the auspices of the Child and Family Agency.

Background

According to a survey conducted by the Agency for Children and Families in 2025*1, many people feel a sense of burden and isolation in child rearing, and the percentage is particularly high between the ages of 0 and 2.

The national "Children's Daycare for All" system, which will be fully implemented from April 2026, is a system for preschool children aged 0 years and 6 months to under 3 years old to use daycare centers, etc. for up to 10 hours per month, even if their parents are not working. The purpose of this system is to provide children with opportunities for new experiences and learning, as well as to reduce the isolation and burden of child-rearing.

However, in a survey of 121 parents with preschool children, 16.5% responded that they had "never heard of this system. In addition, 50.4% responded that they had heard of the program but were unfamiliar with its details, indicating that there are issues in spreading awareness and understanding of the program in the run-up to its launch.

On the other hand, when asked about their intention to use the system after explaining its outline, 62.8% of the respondents answered that they "would like to use the system very much" or "would like to use the system rather much.

Some of the concerns and anxieties expressed included "I am worried about the availability of childcare facilities," "I don't know which facilities offer this service," and "It seems difficult to understand how to use the service and the procedures. While there is a certain level of interest in the system, the lack of sufficient information on how to use the system and the facilities that offer it is an issue.

Joint seminar held by four companies to deepen understanding among parents

Four private companies providing childcare support services collaborated to hold an online seminar to deepen understanding of the system for families with preschool children for whom information from the government is difficult to reach.

The project was planned under the auspices of the Administration for Children and Families as an effort to eliminate the "information gap" by drawing on the knowledge of each field, including ICT, childcare, and the provision of childcare information.

Although the "Anyone Can Go to Preschool for Children" system was institutionalized under the initiative of the Administration for Children and Families, there are currently differences among municipalities in terms of hours of use and subsidies to operators for their operations. Since the government is proceeding with full-scale implementation of this system, we would like to see the system be fair to users by eliminating differences depending on the municipality in which they reside. We also hope that the differences between municipalities will be eliminated in order to increase the number of service providers that accept the service.
