Social Background: "Management Barriers" and "Workplace Burdens" in the Era of 40% Male Maternity Leave

In FY2024, the rate of male employees in the private sector taking maternity leave reached 40.51 TP6T, a significant increase of 10.4 percentage points from the previous year and a new record high. This is the second consecutive year that the MHLW survey has shown an increase of more than 10 points, and maternity leave is rapidly changing from something "special" to a "taken-for-granted right.

On the other hand, as the patterns of acquisition have become more complex in recent years, including variations in the period of acquisition by men and split acquisition, the man-hours required by HR personnel to inform eligible employees, manage schedules, and apply for benefits have continued to increase. Many companies are trying to manage these issues using Excel, spreadsheets, and personal experience, but the risk of omissions and repeated inquiries from employees are straining the resources of HR personnel.

    In the past, employees were given a summary of procedures and tasks both orally and in writing at the time of their pre-paternity leave interview. However, employees were not always able to remember all at once, and after taking leave, they were asked when to submit these documents, which required a response each time.
  • Information "blocking" and data transfer during the holidays
    The only available terms and conditions and documents related to maternity leave were on the company's intranet, and those on leave without access could not review the information on their own. As a result, personnel had to individually download files and send them as email attachments, an inefficient process.

  4. Fostering a "climate conducive to taking time off" by sending messages from management 
    The "Guidebook for Taking Maternity Leave" in the system includes "messages from management and the head of the Human Resources Department recommending that employees take maternity leave. In addition to the development of the system, the system provides psychological reassurance that "the company is supporting the leave" and encourages male employees to take childcare leave and other leave.
