(Head office: Shibuya-ku, Tokyo; Representative Director: Sakiko Hashimoto; hereinafter "PAPAMO"), which operates "Heyasupo Assist," a service that supports children's development through exercise and technology, will conduct a demonstration project for social implementation of an online development support service as part of the Tsukuba City Future Co-creation Project promoted by Tsukuba City in Ibaraki Prefecture. (headquartered in Shibuya-ku, Tokyo; Sakiko Hashimoto, CEO; hereinafter "PAPAMO") will conduct a demonstration project for social implementation of online developmental support services in cooperation with Tsukuba City, Ibaraki Prefecture, as part of the Tsukuba City Future Co-Creation Project.

Background of Initiatives

According to the National Rehabilitation Survey conducted by PAPAMO, 48.61% of parents who are not currently receiving rehabilitation services are "rehabilitation refugees" who are unable to receive such services even though they wish to do so.

While there is a lack of support available for developmental support, over 52% parents have expressed a high level of interest in online developmental support services, highlighting expectations for a new model of support that complements traditional face-to-face rehabilitation.

June 30, 2025, PAPAMO Corporation news release:
National Rehabilitation Survey: 48.61 TP6T of "Rehabilitation Refugees" who want support but cannot receive it, and 521 TP6T of their parents are interested in online developmental support.

To solve these issues, we decided to conduct a demonstration project in cooperation with Tsukuba City as part of the "Tsukuba City Future Co-creation Project" to see if online services and support would be effective as a means of receiving developmental support.

At the start of the demonstration project, PAPAMO representative Sakiko Hashimoto visited Tsukuba City Hall. She met with Mayor Tateo Igarashi and confirmed that both parties would work together to implement new initiatives for online medical education.

Establishing a Sustainable Online Rehabilitation and Developmental Support Model

In the demonstration project, various services, including online lessons provided by Heyasupo Assist, will be offered free of charge to first- to third-grade elementary school students in Tsukuba City for a six-month period starting in January 2026. We will support children in Tsukuba City who have developmental challenges through one-on-one online medical care provided by physical and occupational therapists.

Through this collaboration with Tsukuba City, PAPAMO intends to take on the challenge of establishing a sustainable online rehabilitation and development support model as a company that solves social issues related to child development support.

About the Tsukuba City Future Co-Creation Project

The Tsukuba City Future Co-Creation Project is an industry-academia-government collaboration program to realize Tsukuba City's vision of "a future where each and every citizen can shine in their own way. The project aims to create new social value by bringing together the wisdom, technology, and experience of citizens, businesses, educational institutions, and government as partners.

The project conducts demonstration experiments in a wide range of fields, including healthcare, education, welfare, environment, agriculture, and technology, to solve local issues and promote sustainable community development for the next generation. Comment from Sakiko Hashimoto, Representative of PAPAMO

A child's development is built through the integration of experiences and sensations through the body. We have been pursuing a new model of support that is not dependent on location, combining a professional approach to movement and sensation with technology. We are very grateful to be working with the people of Tsukuba City, a city that has been making advanced efforts in education and welfare, on this demonstration project for online developmental support. This challenge is a major step toward building the infrastructure of the future, expanding a more sustainable support system in the region. Through this demonstration project, we would like to work with Tsukuba City to realize a "new normal" for expanding the potential of children, and to develop it into a model that will spread throughout Japan.

About "Heyasupo Assist," a developmental support service using exercise x technology

Heyasupo Assist is a service that leverages technology to provide developmental support through exercise.

We have accumulated more than 30,000 lessons of instruction data, and have compiled a database of the issues we interviewed before each lesson, the lessons we have conducted, and the results of those lessons. Based on this knowledge, we propose the most appropriate lesson from more than 1,000 programs.

Development of lesson programs is led by physical and occupational therapists, who are developmental professionals, and is based on data to provide high-quality support tailored to each individual. The lessons are conducted online, one-on-one, so that parents can take lessons in the comfort of their own homes.
