Expansion of overtime exemption (effective April 2025)
The exemption from overtime work previously applicable to "workers raising children under 3 years of age" will be extended to "workers raising children before elementary school age".
Effort-based obligation to introduce telework (effective April 2025)
If a worker raising a child under 3 years of age wishes to do so, the employer is newly obligated to make efforts to introduce telework, etc. (effort obligation).
■ Expansion of system options for flexible work styles (effective October 2025)
Employers are required to introduce at least two of the five legally mandated measures (shorter working hours, flextime, changing start and end times, telework, setting up and operating childcare facilities, etc.) for workers raising children from 3 years old to elementary school age, and to establish a system that allows workers to choose the measure that best suits their circumstances. The introduction of at least two of the five measures (shortened work hours, flextime, change of start and finish times, telework, establishment and operation of childcare facilities, etc.) will be mandatory.
