As the end of the year 2023 approaches and the start of a new year approaches, the year 2023 has seen the launch of the Child and Family Agency and the accompanying expansion of new childcare support measures, a decrease in the number of children on waiting lists, the issue of inappropriate childcare, and many other topics. The childcare industry is changing day by day in the midst of the continuing declining birthrate. As we enter a new year, we need to clarify what we want our corporations and preschools to be like in the coming year and beyond, and how we will realize this vision. In order to do so, it is important to understand the changes in the industry that we need to keep in mind when thinking about the childcare industry in 2024.
Responding to diversifying childcare needs
The "Measures to Address the Declining Birthrate in a New Dimension" include a variety of new childcare support measures, and topics such as the relaxation of certification standards for daycare centers and the "Anyone Can Go to Nursery School System" are reported in the media every day. The new measures are not only for families that require full daytime childcare, but also for families that have not had much contact with daycare facilities in the past, such as those with short hours or low frequency of use, or those who need special support, and may have more contact with these people.
As the number of children itself continues to decline, if we only approach the same needs as before, the clientele that our corporation can provide services to will continue to decline. Under such circumstances, we are expanding into peripheral areas such as support for so-called "preschool-less children" as described above, child development support, after-school daycare services, and school-age children's services. As the structure of the industry and the services required are changing, there is an even greater need to reevaluate the value and targets that our corporation can provide.
Recruitment and retention of child care workers continues to be difficult
The difficulty in recruiting child care workers is not a new phenomenon, but the trend is expected to continue. Compared to the peak of the waiting list several years ago, the ratio of effective job offers for child care workers itself is on a decreasing trend, but it is still higher than the average for all industries. In the background, there is a problem of latent childcare workers that remains high and a decrease in the number of newly graduated childcare workers, and while it is difficult to expect a significant improvement in the industry as a whole, there is a movement toward more generous staffing in response to recent problems with inappropriate childcare, and the staffing situation continues to be difficult.
Under such circumstances, an increasing number of corporations are focusing more than ever on "retention" of employees. The workplace environment for childcare workers used to have a "black" image, with overtime and take-home work being the norm and physical work required. However, in order to become the facility of choice for childcare workers, there is an accelerating trend toward creating an attractive, easy-to-work-in workplace for employees, leading to stable staffing. Although the recruitment market is still tough, if a virtuous cycle can be created in which employees are reluctant to quit once they are hired and are attracted by the ease of working there, it will naturally be possible to significantly reduce the time and costs involved in recruitment.
Specifically, we are reducing administrative workloads such as paperwork and liaison work through the use of ICT, developing a work system that allows employees to continue working even when their life stages change, and establishing an evaluation and training system that appropriately grasps and develops each individual's abilities. We hope that you will consider our efforts to ensure that valuable human resources in the childcare industry remain active in a stable manner for a long period of time.
We have reported on the major trends and currents in the industry as a whole toward the year 2024. Although it is not something that can be tackled overnight, all of these perspectives are extremely important for stabilizing the business in the medium to long term.
