Kyoto Prefecture (Governor: Takatoshi Nishiwaki) and Navitime Japan Corporation (President: Keisuke Onishi, Head Office: Minato-ku, Tokyo) concluded a collaboration agreement on September 5, 2025 (Friday) to promote the creation of a safe and comfortable environment in Kyoto Prefecture for families raising children.
This agreement is a partnership between Kyoto Prefecture, which promotes the creation of a child-rearing-friendly society with the aim of realizing "Japan's No.1 child-rearing environment," and Navitime Japan, which supports various types of transportation with children and others through its route-finding technology, with the aim of reducing anxiety when going out with children in Kyoto Prefecture by leveraging the strengths of both companies. The purpose of the agreement is to create an environment in which households raising children can enjoy "safer and more enjoyable outings" in Kyoto.
In December 2023, Kyoto Prefecture revised the "Kyoto Prefecture Strategy for Promoting the Best Child-rearing Environment in Japan" (formulated in 2019) and enacted the "Ordinance for Promoting the Best Child-rearing Environment in Japan" to comprehensively promote the creation of a child-rearing-friendly climate, town, and workplace, aiming to realize the "Best Child-rearing Environment in Japan. In addition, to support child-rearing households going out, Kyoto Prefecture has developed the "Kyoto Child-Raising Support Passport" and "Kids Friendly Facilities" and disseminates information on these facilities through the website "Mamoppu".
NAVITIME Japan is working to solve the mobility issues of people traveling with children by providing "NAVITIME for Baby" functions, such as "stroller priority route" search, in its comprehensive navigation application "NAVITIME".
With the conclusion of this agreement, "Mamoppu" and "NAVITIME" will be linked to create an environment that makes it easier for households raising children to go out, such as by providing a route search function that caters to households raising children.
This is the first collaboration agreement between NAVTIME Japan and a local government in the field of childcare in Japan.

1 Matters related to information coordination and dissemination to promote the use of Kids Friendly facilities
- Utilizing the open data of "Kids Friendly Facilities" in Kyoto Prefecture, the location of the facilities and support information are displayed on the map of "NAVITIME".
- Supports tag searches such as "lactation room
- Direct transition from "NAVITIME" to "Mamoppu" to check detailed information and present the "Kyoto Child-Raising Support Passport" usage screen.
- Send relevant information to "NAVITIME" application users in Kyoto Prefecture via push notification.

2 Matters related to support for outings for households raising children
- One tap on the Kids-Friendly Facility introduction page on Mamoppu will take you to the NAVITIME app, where you can search for a route using the facility as your destination.
- For users who have switched from "Mamoppu" to "NAVITIME", some of the paid functions of "NAVITIME for Baby", such as searching for "stroller priority routes", "walking routes with children", and "routes using baby carriages", will be offered free of charge.

3 Other matters related to building momentum for a childcare-friendly society
- 1 and 2, and to jointly implement campaigns to promote the use of "Mamoppu" and "NAVITIME," which have linked functions, as well as to implement initiatives to make outings with children more enjoyable.

How to use: After downloading the "NAVITIME" application, click the "Go to this place" button in the "Mamoppu" to search for "stroller priority routes". When you search for a spot in Kyoto Prefecture on "NAVITIME", you will be transferred to the "Mamoppu" screen. (Routes for walking with children and routes for traveling with a baby carriage will be provided at a later date.)
