(Head office: Yokohama City, Kanagawa Prefecture; Representative Director: Ryota Sakai), the Toyama Prefecture Employment and Independence Support Center for Single-mother Families has launched a new subsidy program for usage fees for the post-divorce parenting application "raeru". Under this project, single parents in the prefecture who wish to use raeru's "manned support plan" to coordinate parent-child exchanges and other services will receive a subsidy of up to 30,000 yen for the usage fee.

Outline of Assistance
Eligible applicants are single parents residing in the prefecture who wish to have parent-child exchanges with their children (aged 3-15) and separated parents. The subsidized "Manned Support Plan" is a support menu that includes scheduling of parent-child exchanges and online parent-child chaperoning, etc. The monthly fee starts at 5,000 yen (tax included).

About Rael

Circumstances Surrounding Post-Divorce Parenting
It is important to create an environment where children can grow up healthy after their parents' divorce, but in Japan, the poverty rate for single-parent households is 45%, the child support receipt rate is 28%, and the implementation rate of parent-child exchange is only 30% (*1,2). In addition, there are signs of change in the environment surrounding post-divorce childrearing, as the law is scheduled to be amended in May 2026 to allow joint custody as an option after divorce, and the Child and Family Agency will expand its pre- and post-divorce family support programs starting this fiscal year. Rael's April 2025 user survey revealed that many parents are seeking assistance for parent-child exchange by local governments. On the other hand, the number of municipalities nationwide that provide parent-child exchange subsidies is limited to 22 (*3), and furthermore, many of those that have introduced such programs have only a few cases of use per year, indicating that the system is not being utilized.
