The Tokyo Metropolitan Small and Medium Enterprise Promotion Agency (headquartered in Chiyoda-ku, Tokyo; President: Mitsuru Nakanishi) will begin accepting applications for the New Product/New Technology Development Grant Program, which provides partial funding for research and development of new products and technologies with the aim of stimulating Tokyo's industries.
What is the New Product and New Technology Development Subsidy Program?
The purpose of this program is to promote the strengthening of technological capabilities and the development of new fields, and to revitalize Tokyo's industries by subsidizing a portion of the cost of research and development of new products and technologies for small and medium-sized enterprises in Tokyo.
The subsidy limit will be increased from 15 million yen to a maximum of 25 million yen in fiscal 2025, and a preferential subsidy rate will be offered to those who have formulated and implemented a wage increase plan.

There are no restrictions on the number of years in business or type of business. Individuals planning to start a business in Tokyo are also eligible to apply.

A wide range of expenses are eligible for subsidies, including machinery and equipment, tools and fixtures, and industrial property right application and introduction expenses.
3. e-Application support
Applications will be accepted through J-Grants, an electronic application system provided by the government.
J-grants require a "G-Biz ID Prime Account" in advance.
Targeted R&D
In this project, "research and development" is defined as the design, fabrication, testing and evaluation of prototypes in order to create products and services.
Research and development in any of the following areas is eligible for the grant.
- Research and development for commercialization and practical use
Design, fabrication, testing and evaluation of hardware/software prototypes leading to commercialization and practical application - Research and development for the creation of new services
Design, fabrication, testing and evaluation of hardware/software prototypes as a means to realize services

- Small and medium-sized enterprises (companies, sole proprietors), etc., that are engaged in substantial business activities at their head office or branch office in Tokyo
- Individuals with concrete plans to establish a business in Tokyo

November 1, 2025 - July 31, 2027 (Maximum 1 year and 9 months)

Raw materials and sub-materials costs, machinery, equipment, tools and furniture costs, outsourcing and subcontracting costs
Industrial property application and introduction costs, expert guidance costs, and direct labor costs

(If a wage increase plan is developed and implemented, small and medium-sized enterprises may receive up to 3/4 of the increase, and small and medium-sized enterprises may receive up to 4/5 of the increase)

The schedule is subject to change.
Only those who pass the initial screening will be required to submit tax returns, certified copies of registration books, tax certificates, etc.
How to apply
Electronic applications will be accepted from May 9 (Fri.) using "J-Grants" provided by the national government (Digital Agency). For details, please refer to the JGASC website.
