High Flyers begins to introduce a system to watch over children and childcare workers. A step toward eliminating human error by not relying solely on the eyes and experience of childcare workers.

- The following is content from the press release -

High Flyers, Inc. operates 11 licensed nursery schools in Chiba Prefecture. https://www.kiitos-kids.net (Head office: Chiba City, Chiba Prefecture; Representative Director: Takashi Hinata; hereinafter referred to as "High Flyers") has announced that TOPPAN Digital Inc. https://www.digital.toppan.com/ja/  After the first demonstration test in October 2021 and the second in July 2023, we are now ready for full-scale introduction of ID-Watchy(R), which visualizes vital data and stress levels of children and nursery school employees. The full-scale introduction of "ID-Watchy(R)" will begin on June 5, 2024.

Background of Introduction

  • Building a system that does not rely solely on the eyes and experience of the childcare provider
  • Preventing Inappropriate Childcare
  • Visualization of stress values of childcare workers and improvement of the quality of childcare
  • Reforms in the way childcare centers work: reviewing appropriate assignments and numbers of children.

In recent years, nursery schools and other facilities have been required to take stronger measures to monitor the safety and health of their preschool children. In response to the recent death of a child on a school bus, High Flyers believes that it is necessary to introduce a system to watch over the lives of children that does not rely solely on the eyes and experience of nursery school staff to compensate for human error and prevent a repeat of such tragedies.

Sadly, there has also been an increase in news of inappropriate childcare by childcare workers. Visualization of stress levels of childcare workers will help them to understand their own mental and physical conditions and provide them with an opportunity to review their childcare practices, thereby preventing inappropriate childcare and protecting childcare workers.

We also believe that visualizing the amount of exercise will reduce unnecessary movement and improve the quality of childcare by reviewing the appropriate placement and number of staff.

By comparing the image data from the "ID-Watchy(R)," which can collect pulse rate, blood pressure, stress level, and amount of exercise in the second demonstration test, with the image data from the "monitoring camera "* installed in Keytos' childcare room, the stress and abnormalities of children who cannot yet speak properly and childcare workers became visible, The decision was made to introduce this system because of its potential for preventing physical illnesses and accidents.

*Monitoring cameras are cameras installed in all childcare rooms (excluding restrooms) without blind spots to verify child injuries and for staff to review childcare.

Future Development

High Flyers plans to actively collaborate with experts and research institutions such as universities. This system is expected to be used to detect signs of sudden infant death syndrome (SIDS) and heat stroke in the future, and could potentially protect the lives of children around the world in the future.

In addition, all daily near-misses and injuries are also recorded in the data, and the number of such data exceeds 40,000. We believe that by utilizing these data from childcare facilities, we can help prevent accidents.

If the monitoring of children using vital data can be realized, it will not only provide daily monitoring of life in day-care centers, but also help prevent bullying, suicide, and abuse, thereby contributing to the "seamless, child-centered society" that the "Child and Family Agency" aims to create. I also feel that it will be possible to promote the creation of a system to watch over children's safety through collaboration between the Child and Family Agency, the Digital Agency, the National Police Agency, the Ministry of Justice, and educational institutions, transcending the boundaries of prefectural ministries and agencies.
